Seminar 487 The Water Framework Directive and Agriculture

The River basin management plans and Program of measures have been adopted in the EU countries and also in Norway. The plans will be implemented according to the planning cycles in the Water Framework Directive. In most countries the costs of the measures put on the agricultural sector are very high. A better evaluation is needed to calculate the cost and the effect of the measures to target non-point pollution from agriculture.

In this seminar and workshop with researchers from the Nordic countries we aim at better answers and understanding of the following questions:

• What instruments/measures have been used over the last decades across Nordic countries?
• Knowledge on the costs and effectiveness
• What are the results of the policies/has the implementation been a success?
o How can success be measured (societal versus farm perspective)
o What was the driver for the measures (environmental goals, budget priorities)
o Could other measures have been used?
• Drivers for implementation (Why did they implement?)
• Possible challenges to not implement (Lack of motivation)
o Open questions (Economic, Agronomic. Lack of knowledge, Loss aversion (will be find that?)
• Are the policies and the instruments targeted to reach the required abatement: Do the social costs balance the social benefits of carrying out measures for reducing pollution?
